Using old-fashion zoning laws, the Minnesota city in the greater Twin Cities metropolitan area creates a hub of medical practices. Healthcare reform this is not! But remember, healthcare is one of the few sectors in the US economy that has seen consistent growth year-over-year for decades. So it makes sense for local governments to pay attention.
